Job Corps is the nation’s largest career technical training and education program for low-income young people ages 16 through 24. Established in 1964, Job Corps serves approximately 60,000 young people each year and takes pride in its diverse student population, welcoming all who qualify.
The program desires cutting edge management and creative skills that impact academic programming, career technical skills training, on the job training and experience development, career development coaching and support, among others. It requires a broad-based approach to Health and Wellness, Administrative Support Services, Social Development and Community Living, Facility Security, Safety and Fire Prevention as well as Fiscal Management.

Othneal is a dynamic leader with over 20 years of executive management expertise to the fields of government contracting solutions, education administration, career technical training, nonprofit operation, workforce development, youth programs and recruitment. He has been developing and managing public-private partnerships with demonstrable results in both the profit and non-profit sectors for best outcomes through strategic management and transformational leadership that is employed at all levels. His career has been dedicated to government solutions in the administration of the U.S.

Senior Vice President and Chief Operating Officer (COO)
Deroll is the Founder and Executive Director of Youth Improvement Services, Inc. (YIS) and has over 20 years of experience working with youth in educational, residential and community settings. He has used his leadership skills to develop and lead teams for the past 6 years, in providing social development programs to youth. These highly effective programs have catered to up to 400 youth at a time. Deroll is experienced in leading operations for dormitories, recreation centers, student leadership programs, a child development center, and a Solo Parent program to ensure efficiency. He has managed a budget of $2.5 million per year in a federally funded program for at-risk youth. He earned a Bachelor of Education Degree from the University of the West Indies.

She has volunteered extensively with organizations that support youth development and is a founding member of Youth Improvement Services. Ms. Vickers is tasked with the creation of sales and lead generation strategies for sales staff and networking with both clients and job candidates to build relationship. Ms. Vickers also ensures which potential clients are best suited for the company’s purpose. Ms. Vickers ensures our daily corporate and legal compliance.
